CS for SB 526 - Deregulation of Professions and Occupations

• Eliminates separate licensing requirement for yacht broker branch offices and removes the associated fee requirement.

• Repeals licensing and permit requirements for labor union business agents, including registration fees and confidentiality provisions related to the licensure application process.

• Creates new "restricted barber" license category requiring only 325 hours of training (versus 1,200 hours for full barbers) and limited to hair cutting, styling, facial shaves, beard trimming, and shampooing.

• Eliminates licensing requirements for hair braiding, hair wrapping, body wrapping, nail polishing, and makeup application when practiced as standalone services; establishes separate registration categories for nail specialists, facial specialists, and full specialists with reduced training hours (150, 165, and 300 hours respectively).

• Replaces "certificate of authorization" system with "qualifying agent" requirements for architecture, interior design, and landscape architecture business organizations, allowing licensees to qualify multiple entities rather than obtaining separate organizational licenses.

• Removes knockdown timekeeper designation rules and eliminates licensing requirements for boxing event timekeepers and announcers.

• Effective date: July 1, 2018.
