Deletes an obsolete cross-reference to former s. 627.6482 in the definition of "pharmacy benefits manager" in s. 465.1862, F.S.

Defines "health insurance plan" to include hospital and medical expense policies, HMO contracts, prepaid health clinic contracts, multiple-employer welfare arrangements, and fraternal benefit society contracts, but excludes motor vehicle insurance, liability coverage supplements, and workers' compensation.

Adds pharmacy benefits managers to the definition of "administrator" under s. 626.88, F.S., bringing them within the scope of insurance regulation.

Requires persons providing billing and collection services to health insurers and HMOs on behalf of health care providers to comply with ss. 627.6131, 641.3155, and 641.51(4).

Takes effect July 1, 2018.
