Creates the Emergency Medical Air Transportation Act Account within the Emergency Medical Services Trust Fund to augment Medicaid reimbursement payments to emergency medical air transportation providers.

Directs the Department of Health Division of Emergency Preparedness and Community Support to develop a methodology for distributing reimbursement payments and seek necessary Medicaid plan amendments and federal waivers by September 1, 2018.

Authorizes increased Medicaid reimbursement to providers up to customary fees if account funds are sufficient and general revenue funds are not used to offset costs.

Imposes an additional $1 penalty for each moving violation under Chapter 316, with proceeds collected by municipalities and counties transferred quarterly to the Emergency Medical Air Transportation Act Account.

Takes effect July 1, 2018.
