Expands the definition of "telephonic sales call" to include voicemail transmissions, defined as technologies delivering voice messages directly to voicemail applications, services, or devices.

Prohibits telephone solicitors from transmitting voicemails to consumers, businesses, or potential donors who have previously communicated they do not wish to receive such voicemail solicitations or donation requests.

Requires solicitors to ensure that any telephone number displayed through caller identification is capable of receiving calls and must connect the original call recipient to the solicitor or the seller on whose behalf the call was placed.

Increases civil penalties for violations from Class III to Class IV category and changes administrative fines from Class I to Class III category pursuant to section 570.971.
