Creates the "Florida Teacher Fair Pay Act" requiring the Legislature to fund the Florida Education Finance Program to guarantee minimum annual starting salaries for instructional personnel.

Establishes a statewide minimum salary of $50,000 for all instructional personnel beginning in the 2018-2019 fiscal year.

Requires the Department of Education to calculate an adjusted statewide minimum annual starting salary by November 1 of each fiscal year, using the Consumer Price Index for Urban Wage Earners and Clerical Workers for the 12-month period ending September 1.

Requires district school boards to apply district cost differentials to the statewide minimum salary, but prohibits the adjusted salary from falling below the statewide minimum.

Effective date of July 1, 2018.
