Adds 911 public safety telecommunicators to the Special Risk Class of the Florida Retirement System effective July 1, 2018, with benefits calculated under Regular Class provisions rather than Special Risk Class provisions.

Requires 911 public safety telecommunicators to be defined according to s. 401.465 and establishes employer retirement contribution rates for this new membership subclass (rates to be determined as "X.XX%").

Specifies that 911 public safety telecommunicators' retirement benefits shall be calculated using the Regular Class formula of 1.60-1.68 percent of average final compensation per year of service, not the higher Special Risk Class rates.

Renumbers existing special risk criteria paragraphs from (j) to (k) to accommodate the new 911 telecommunicator category as paragraph (j).

Takes effect July 1, 2018, and declares that the act fulfills an important state interest in providing fair, adequate, and actuarially sound retirement benefits to state and local government employees.
