Requires agencies to review public records before posting to publicly available websites to identify information susceptible to identity theft or fraud.

Prohibits agencies from posting images or copies of public records containing identity theft or fraud-susceptible information on publicly available websites.

Directs the Division of Library and Information Services of the Department of State to adopt uniform rules establishing standards for identifying information susceptible to identity theft or fraud.

Requires agencies to establish policies allowing individuals to request removal of publicly posted records containing identity theft or fraud-susceptible information, with removal to occur as expeditiously as possible at no charge.

Allows agencies to post such information to limited-access website areas not available to the general public, provided the information is not otherwise exempt from disclosure under law.
