Mandates independent motor vehicle dealers complete 8 hours of continuing education every 2 years (2 hours legal/legislative, 1 hour department issues, 5 hours industry topics) through licensed dealer schools.

Requires franchised motor vehicle dealers to complete 4 hours of annual industry certification on legal and legislative issues through a nonprofit, dealer-owned statewide association, with a maximum fee of $500 per 4-hour course adjusted annually for inflation; allows dealership groups to satisfy certification requirements through a single designated person.
