Expands the definition of "critical infrastructure facility" to include state and private correctional institutions, secure detention centers, and county detention facilities.

Authorizes law enforcement to use drones when they have reasonable suspicion that swift action is needed to collect evidence at crime scenes or traffic crash scenes.

Permits local or state agencies to use drones for assessing damage, flood conditions, wildfires, land management, and monitoring or collecting scientific or marketing data.

Takes effect October 1, 2018.
