Prohibits the Boards of Medicine and Osteopathic Medicine, the Department of Health, licensed health care facilities, and insurers from requiring physicians and osteopathic physicians to maintain certification or obtain recertification as a condition of licensure, reimbursement, or admitting privileges.

Defines "maintenance of certification" as periodic testing, self-assessment requirements, peer evaluation, or other requirements imposed by the American Board of Medical Specialties or American Osteopathic Association and their member boards.

Defines "recertification" as subsequent recognition or certification of educational or scholarly achievement beyond initial board certification imposed by recognized certifying bodies.

Allows boards to continue requiring continuing medical education despite the prohibition on mandatory maintenance or recertification.

Takes effect July 1, 2018.
