Department of Highway Safety and Motor Vehicles may issue electronic certificates of vessel registration in addition to paper certificates.

Department may collect email addresses from vessel owners and use email instead of U.S. Postal Service for sending renewal notices.

Vessel operators may present an electronic certificate on a device for inspection if the physical certificate is unavailable, damaged, or illegible.

Presentation of an electronic device does not constitute consent to inspect information other than the displayed certificate, and the person presenting the device assumes liability for any damage to it.

Effective date is October 1, 2018.
