Establishes a new pathway for foreign-trained physicians to obtain a restricted medical license with reduced experience requirement of 3 years (previously 5 years) of practice in their home country.

Requires restricted licensees to practice minimum 160 hours monthly for at least 2 years under direct supervision the first year and indirect supervision the second year in underserved communities.

Allows restricted licensees to apply for Step III of the United States Medical Licensing Examination after completing 2 years of supervised practice.

Restricts eligibility to U.S. citizens or Florida residents (removes previous requirement of being a resident since July 1, 1996) and eliminates specific examination deadlines.

Permits department to issue a full license to restricted licensees upon expiration if not subject to disciplinary action; allows relicensure of those whose restricted license was revoked if disciplinary issues are resolved.
