Authorizes municipalities or counties to request a Public Service Commission hearing to determine if a public utility acted prudently when causing environmental damage, after the Department of Environmental Protection makes such a determination.

Prohibits the commission from conducting recovery hearings for environmental remediation and stays any pending recovery hearings until the commission determines prudence or dismisses the request.

Requires public utilities to disclose a full cost estimate for remediation at the prudence hearing.

Prevents utilities from recovering remediation expenditures from ratepayers if the commission finds the utility failed to act prudently in causing or responding to the environmental damage.

Requires utilities found imprudent to develop an approved remediation plan with the local municipality or county and to specify how remediation costs will be internalized rather than passed to ratepayers.
