Adds a new authorized use of tourist development tax revenues for counties to acquire, construct, repair, improve, maintain, operate, or finance public facilities needed to increase tourist-related business activities, if recommended by the county tourist development council.

Defines "public facilities" as major capital improvements with a life expectancy of 5 or more years, including transportation, sanitary sewer, solid waste, drainage, potable water, and pedestrian facilities.

Allows tax revenues to cover related land acquisition, land improvement, design, engineering costs, and all other professional costs required to bring public facilities into service.

Takes effect July 1, 2018.
