Reduces civil penalties by 18 percent for drivers who elect to attend a basic driver improvement course instead of court appearance for noncriminal traffic infractions.

Eliminates the requirement that 18 percent of civil penalties be deposited into the State Courts Revenue Trust Fund when a driver attends driver improvement school.

Requires drivers who fail to complete their elected driver improvement course to repay the 18 percent reduction previously applied, plus a processing fee of up to $18, with no additional penalties allowed.

Maintains existing restrictions on driver improvement course elections: no more than once per 12 months and maximum of five elections in a lifetime.

Takes effect July 1, 2018.
