Authorizes district school boards to create year-round school programs for any school that ranks among the 300 lowest-performing schools in the state as determined by the Department of Education.

Allows schools with low-performing elementary schools to provide intensive reading instruction through equivalent hours in a summer program or year-round school program instead of requiring an additional hour each day during the regular school year.

Removes "extended school year" from the list of supplemental instruction strategies available to low-performing schools.

Modifies funding flexibility requirements so districts can transfer supplemental academic instruction categorical funds after providing required instruction time through either traditional daily instruction, summer programs, or year-round programs.

Takes effect July 1, 2018.
