Restricts counties from using charter county and regional transportation system surtax proceeds for nontransit purposes, effective July 1, 2018.

Allows surtax funds only for fixed guideway rapid transit planning, design, engineering, and construction; bus system capital costs; right-of-way acquisition; and bond payments and refinancing.

Exempts existing contracts and bond covenants in effect before July 1, 2018 from the new restrictions.

Removes previous authorization allowing up to 25 percent of surtax proceeds to be used for road and bridge construction unrelated to transit systems.
