Driver license and identification card applications, renewals, and address changes submitted to the Department of Highway Safety and Motor Vehicles serve as voter registration applications.

Applicants must consent to use of their signature for voter registration purposes, which constitutes subscription to the voter registration oath under the State Constitution and Florida law.

The Department of Highway Safety and Motor Vehicles must electronically transmit voter registration information to the statewide system within 24 hours (or 5 days for paper applications), and supervisors of elections must notify applicants of the registration process.

If an applicant fails to decline registration within 21 calendar days of receiving notification, their voter registration application is considered complete and they are registered if eligible under Florida law.

Applicants may decline to register or update their voter registration, and any declination must be noted in records and forwarded to the statewide voter registration system but cannot be used for purposes other than voter registration.
