Creates the Prescription Drug Donation Repository Program within the Department of Health to facilitate donation of prescription drugs and supplies to eligible patients who are indigent, uninsured, or underinsured.

Establishes eligible donors (nursing homes, hospices, hospitals, pharmacies, manufacturers, distributors, and prescribers) and sets requirements for donated drugs including original sealed packaging, proper storage, expiration date at least 3 months away, and no physical signs of tampering.

Requires licensed pharmacist inspection of donated drugs, maintains centralized and local repositories, establishes patient intake forms and program identification cards valid for 1 year, and prohibits selling or seeking reimbursement for donated drugs.

Provides immunity from civil and criminal liability for donors and program participants who exercise reasonable care, and requires written patient notification that drugs are donated and participants have immunity protections.

Authorizes the department to establish a direct-support organization to provide funding and promotional support for the program, with a board of 5-15 members appointed by the State Surgeon General; this subsection repeals October 1, 2023 unless saved by the Legislature.
