Creates a 10-year Tampa Sulphur Springs Neighborhood of Promise (SSNOP) Success Zone in the City of Tampa, Hillsborough County, managed by a not-for-profit corporation independent of state department control.

Creates a 10-year Overtown Children and Youth Coalition in the City of Miami, Miami-Dade County, managed by a not-for-profit corporation independent of state department control.

Requires both entities to comply with Florida public records (chapter 119), public meetings and records (chapter 286), and procurement of commodities and contractual services (chapter 287) requirements.

Designates both initiatives to encompass areas large enough to include schools, places of worship, recreational facilities, commercial areas, and common space, yet small enough for programs and services to reach willing neighborhood participants.

Amends section 409.147, Florida Statutes to add the two new children's initiatives to the list of Florida Children's Initiatives, alongside the Miami Children's Initiative, Inc., New Town Success Zone, and Parramore Kidz Zone.
