Authorizes production, processing, transportation, sale, possession, and administration of marijuana in a form for smoking for medical use, including specifics in physician certifications and medical use definitions.

Expands the definition of "marijuana delivery device" to include pipes, grinders, rolling papers, syringes, and vaporizers, and removes the requirement that devices be dispensed from medical marijuana treatment centers.

Removes requirement that caregivers carry medical marijuana use registry identification cards at all times and removes verification requirements for medical marijuana treatment centers to access the registry to confirm authorization.

Eliminates requirement that at least two persons be in vehicles transporting marijuana and removes mandatory safety and security training for employees transporting or delivering marijuana.

Removes criminal penalty requirement that qualified patients or caregivers present medical marijuana use registry identification cards when in possession of marijuana, effective July 1, 2018.
