Repeals the Electrolysis Council and transfers its duties to the Board of Medicine, which will independently establish standards for electrolysis services and adopt related rules.

Requires licensed electrologists who perform laser or pulsed-light device hair removal or reduction procedures to obtain certification from a nationally recognized electrology organization.

Revises the definition of electrolysis to remove language specifying destruction of hair-producing cells and vascular system, instead referencing FDA-cleared equipment used pursuant to board-approved protocols.

Removes all references to council assistance in Board of Medicine decision-making regarding electrologist examinations, curriculum approval, continuing education standards, and disciplinary guidelines.

Takes effect October 1, 2018.
