Allows doorstep refuse and recycling containers in exit corridors of enclosed-corridor apartment buildings if containers do not exceed 13 gallons, are not stored for more than 5 hours at a time, do not occupy corridors for more than 12 hours total, and do not reduce egress width below NFPA Life Safety Code 101:31 standards.

Allows doorstep refuse and recycling containers in open-air corridor or balcony apartments served by exterior stairs if containers do not exceed 27 gallons, are not stored for more than 5 hours at a time, and do not reduce egress width below required standards.

Requires management staff to maintain written policies and procedures ensuring compliance with these container storage rules and provide copies to the authority having jurisdiction upon request.

Authorizes authorities having jurisdiction to approve alternative containers and storage arrangements that provide equivalent safety levels to the specified standards.

Prohibits enforcement of container size limits until January 1, 2020, and expires the entire provision on January 1, 2021.
