Creates the Back-the-Blue Law Enforcement Assistance Program within the Department of Law Enforcement to provide awards to local law enforcement agencies for training, equipment, and capital improvements.

Establishes the Law Enforcement Assistance Commission within the department to set program criteria, establish application timelines, conduct selection processes, and award funds to recipients.

Composition of the commission includes the executive director of the Department of Law Enforcement as chair, plus two sheriffs and two police chiefs appointed by the Governor.

Initial appointments of sheriffs and police chiefs serve 2-year terms, with subsequent appointments serving 4-year terms.

Program funding depends on legislative appropriation, with total annual awards limited to the amount appropriated; effective July 1, 2018.
