Expands the sales and use tax exemption to cover all aircraft sales or leases, removing previous restrictions that limited the exemption to aircraft over 15,000 pounds maximum certified takeoff weight used by common carriers.

Defines "aircraft" as a manned vehicle capable of flight designed to transport persons or property.

Eliminates the definition of "common carrier" (airlines operating under Federal Aviation Administration Title 14, chapters I, parts 121 or 129) since the exemption no longer depends on carrier status.

Effective date: July 1, 2018.
