Requires the Department of Children and Families to provide central abuse registry records to entities conducting preliminary home studies for adoption.

Limits training requirements under section 409.175(14) to only persons adopting children from the department, allowing other adoptive parents' training to be determined by the entity conducting the preliminary home study.

Allows the entity conducting the preliminary home study to determine what counseling and education on adoptive parenting is necessary for intended adoptive parents.

Takes effect October 1, 2018.
