Prohibits companies on the Scrutinized Companies that Boycott Israel List or engaged in a boycott of Israel from bidding on or entering into contracts with state or local governmental entities for goods or services of any amount, effective July 1, 2018.

Maintains existing $1 million threshold for contracts with companies on Sudan or Iran Petroleum Energy Sector lists, or engaged in business operations in Cuba or Syria.

Requires all contracts entered into or renewed on or after July 1, 2018 to include termination provisions if companies are found to have submitted false certifications or are placed on scrutinized lists.

Companies must certify they are not participating in a boycott of Israel for contracts of any amount, and certify non-involvement with Sudan, Iran, Cuba, or Syria lists for contracts of $1 million or more.

Permits case-by-case exemptions when agencies or local entities determine it is in the best interest of the state or community, or when goods or services cannot otherwise be obtained; preempts local ordinances and rules on this subject.
