Creates the Bollards Grant Program requiring the Department of Transportation to provide grants to municipalities and counties for bollard installation in their jurisdictions.

Defines "bollard" as a post constructed to barricade an area and prevent motorized vehicular traffic.

Requires applicants to specify installation locations (including private property) and justify the need; selection criteria must consider vehicle collision data, senior citizen population, and public usage in proposed areas.

Appropriates $250,000 in nonrecurring General Revenue Funds for fiscal year 2018-2019, with Legislature authorized to appropriate additional funds in subsequent years.

Requires the Department of Transportation to submit grant program guidelines and promotion plan to the Governor and Legislature by January 1, 2019.
