Appropriates a minimum of 7.6 percent or $50 million annually from the Land Acquisition Trust Fund for Indian River Lagoon conservation and management projects implementing the updated Indian River Lagoon Comprehensive Conservation and Management Plan.

Authorizes the Department of Environmental Protection to make grants for Indian River Lagoon projects, including multiyear grants for planning and construction, with coordination required between DEP, South Florida Water Management District, and St. Johns River Water Management District.

Prioritizes grants for ecosystem monitoring and habitat restoration, connecting onsite sewage systems to central sewer systems, and managing stormwater and agricultural discharges, with sewer and discharge management projects requiring a minimum 50 percent local match.

Requires the Department of Environmental Protection to submit annual reports to the Governor and Legislature beginning January 1, 2019, regarding funded Indian River Lagoon projects.

Removes an obsolete provision related to 2017-2018 fiscal year appropriations that previously expired July 1, 2018.
