Proposes constitutional amendment requiring the Lieutenant Governor to serve as Secretary of State and keep records of official acts of the legislative and executive departments.

Authorizes the Lieutenant Governor to cast tiebreaking votes on final passage of any measure on which the Florida Senate is equally divided.

Amendment takes effect January 8, 2019, and replaces the term "custodian of state records" with "secretary of state" throughout the constitution except Article XII.

Requires approval by Florida voters at the next general election or an earlier special election authorized by law.
