Requires the Chief Financial Officer to review and certify state agency contracts exceeding $10 million before execution to ensure compliance with procurement laws and appropriation limits.

Mandates certification that large contracts include all provisions required by law and do not exceed amounts appropriated or authorized for each fiscal year.

Requires the Legislature to adjust the $10 million contract threshold at least every four years to reflect inflation or deflation using the Consumer Price Index.

Proposes a constitutional amendment to Article IV, Section 4 of the Florida Constitution requiring voter approval at the next general election or earlier authorized special election.
