Establishes the Sunshine Scholarship Program administered by the Department of Education to cover 100 percent of tuition at Florida College System institutions for up to 72 credit hours (associate degree) or 120 credit hours (baccalaureate degree).

Requires eligible students to be Florida residents for tuition purposes, have annual household income of $125,000 or less, enroll in at least 30 credit hours per academic year, and maintain a cumulative 2.5 GPA.

Requires students to reside and work in Florida for a period equal to the time they received scholarship funds, or repay the total amount plus interest at the federal student loan rate; exempts those who enlist in the United States Armed Forces.

Specifies the program covers tuition only; students are responsible for fees, textbooks, and other college-related expenses.

Provides funding through the General Appropriations Act and requires the State Board of Education to adopt administrative rules, effective July 1, 2018.
