Authorizes the University of Miami and its affiliates to establish sterile needle and syringe exchange pilot programs in Miami-Dade, Broward, and Palm Beach Counties to prevent transmission of HIV, AIDS, viral hepatitis, and other blood-borne diseases.

Requires programs to operate one-to-one exchanges with strict security measures, provide educational materials on disease transmission and drug treatment referrals, and offer or refer for HIV and viral hepatitis screening.

Provides legal immunity for needle and syringe possession, distribution, or exchange activities conducted as part of the pilot program under the Florida Comprehensive Drug Abuse Prevention and Control Act or other laws.

Requires collection of non-identifying data on participants served, needles exchanged, demographics, drug counseling enrollment, and disease screening with quarterly reports due October 15, January 15, April 15, and July 15, plus annual reports by August 1.

Mandates funding through private grants and donations only, prohibits use of state, county, or municipal funds, and sets pilot program expiration date as July 1, 2023 with final report due August 1, 2023.
