Requires water management districts to publish notices of intention to sell surplus lands on their websites in addition to newspaper publication.

Changes the sale process for surplus land valued at $25,000 or less by first offering it to adjacent property owners (defined as those whose property abuts the parcel) via certified mail and website notice.

Allows the district to sell the parcel to an adjacent property owner 14 days after notice publication, or accept sealed bids from multiple adjacent owners to sell to the highest bidder.

Permits the district to sell unsold parcels to the general public for the highest price obtainable if no adjacent property owner purchases the parcel.

Takes effect July 1, 2018.
