Creates an exemption from public records disclosure for written valuations, related documents, and written purchase offers for surplus lands sold by water management districts.

The exemption expires 2 weeks before a contract or agreement for the land sale is first considered for approval by the district.

Allows districts to disclose confidential valuations and offers to potential purchasers during negotiations, marketing, bidding processes, or when time has made valuations invalid.

The exemption is subject to the Open Government Sunset Review Act and automatically repeals on October 2, 2023, unless the Legislature reenacts it.

Takes effect on the same date as SB 806 or similar legislation, if adopted in the same legislative session and becomes law.
