Authorizes supervisors of elections to accept voted vote-by-mail ballots at early voting sites in the county where the elector is registered, during the site's hours of operation.

Allows electors who have received a vote-by-mail ballot but have not returned it to submit the voted ballot at an early voting site instead of voting in person at their precinct.

Requires the Division of Elections to adopt uniform rules governing the receipt of vote-by-mail ballots at early voting sites.

Maintains existing procedures requiring electors to return unreturned ballots (voted or unvoted) to their precinct election board or early voting site before voting in person.

Effective date: July 1, 2018.
