Requires the Legislature to establish a Court of Claims by general law to hear tort claims against the state, its agencies, and political subdivisions when claimants seek judgments exceeding state-established recovery limits.

Amends Article III, Section 17 to make Court of Claims judges subject to impeachment by the House of Representatives and trial by the Senate for misdemeanors committed in office.

Requires a separate judicial nominating commission for the Court of Claims, with the Governor filling vacancies by appointing from nominees provided by the commission.

Mandates that implementing legislation include rules of procedure to govern the Court of Claims.

Proposes constitutional amendments to be submitted to voters for approval at the next general election or earlier special election.
