Transfer duties concerning private correctional facilities from the Department of Management Services to the Department of Corrections effective July 1, 2018, with existing contracts continuing under the new department.

Remove Department of Management Services from all contracting, compliance management, and oversight responsibilities for private correctional facilities under chapter 957.

Require private correctional facility contracts to maintain 7 percent cost savings over public facilities, with cost calculations certified by the Auditor General and based on Department of Corrections facility costs.

Authorize the Department of Corrections to manage contract monitoring, inmate assignments and transfers, facility termination procedures, and budget requests for private correctional facility operations.

Allow the Department of Corrections to modify contractor agreements to expand facility capacity up to design capacity plus one-half, contingent on appropriations and cost-saving requirements.
