Applies the mandatory 3-day waiting period for handguns to private sales facilitated through licensed dealers, in addition to retail purchases.

Exempts certain firearm transfers from the licensed dealer requirement, including those for gunsmith repair, transportation/storage services, target range loans, loans to minors for hunting or sporting purposes, and loans to adult family members for up to 10 consecutive days.
