• Authorizes and directs the Governor to execute a new Gaming Compact with the Seminole Tribe of Florida, superseding the 2010 compact, with the Legislature granting advance approval provided it becomes effective by January 1, 2019.

• Establishes a 22-year compact term providing the Tribe exclusivity to operate covered games (slot machines, table games, raffles, drawings) at seven specified facilities, with guaranteed minimum payments of $3 billion over a seven-year period and tiered revenue-sharing percentages thereafter.

• Creates exemptions and reduction provisions for the Tribe's payment obligations if the state expands gaming operations through referendums at pari-mutuel facilities or amends laws to authorize new forms of casino-style gaming.

• Permits pari-mutuel permitholders to elect not to conduct live racing while retaining permits and eligibility for slot machine licenses, and establishes new revenue-sharing requirements from slot machine and cardroom operations to support thoroughbred racing purses.

• Authorizes fantasy contests as exempt from gambling regulations and expands cardroom operations to allow designated player games of poker, with increased operating hours and revised regulatory procedures for gaming facilities.
