State universities must refund excess credit hour surcharges for up to 12 credit hours to first-time-in-college students who complete a baccalaureate degree program within 4 years of initial enrollment.

The refund applies to surcharges assessed under the 100 percent tuition rate for credit hours exceeding 110 percent of degree program requirements.

Refund eligibility is limited to first-time-in-college students only.

The act becomes effective July 1, 2018.
