Creates the Florida Smart City Challenge Grant Program within the Department of Transportation to fund innovative transportation projects, with grants up to $6 million awarded to at least three recipients by January 1, 2019.

Requires grant recipients to provide matching funds (minimum 10 percent from the recipient and 10 percent from the private sector), with projects focusing on autonomous vehicles, connected vehicle technology, shared mobility services, or electric vehicle deployment.

Appropriates $15 million in nonrecurring funds from the State Transportation Trust Fund for fiscal year 2018-2019 to implement the smart city grant program.

Directs the Florida Transportation Commission to review transportation revenue sources and prepare a report when electric and hybrid vehicles reach 2 percent of registered vehicles in the state, addressing impacts on fuel tax revenue and emergency evacuation infrastructure.

Establishes the Statewide Mobility Innovation Program beginning in fiscal year 2021-2022, allocating $35 million annually for innovative mobility systems in counties, with requirements for one-to-one local or private matching funds and quarterly reporting on project implementation and operation.
