Expands existing public records exemption in s. 943.059 to include criminal history records administratively sealed under s. 943.0586, in addition to court-ordered sealed records.

Records administratively sealed for minors (when case not filed, dismissed, nolle prosequi, acquitted, or not guilty verdict) become confidential and exempt from public records disclosure requirements.

Sealed records remain available only to the subject, their attorney, criminal justice agencies, state court judges, and specified entities for licensing and employment purposes.

Exemption is subject to Open Government Sunset Review Act and automatically repeals October 2, 2023, unless the Legislature reenacts it.

Legislature finds public necessity for exemption because unvalidated criminal records jeopardize minors' educational, employment, and other opportunities needed to become productive members of society.
