Creates the Florida Young Farmer and Rancher Advisory Council within the Department of Agriculture with 12 members appointed by the commissioner, with staggered 1-year and 2-year initial terms followed by 2-year terms thereafter.

Council may submit annual findings and recommendations to the Commissioner of Agriculture addressing challenges facing early-career farmers and ranchers, including access to land, availability of credit and capital, and access to business skills training.

Requires the Department of Agriculture to establish a website clearinghouse providing resources for young and beginning farmers and ranchers, including local, state, federal, and private grants, loans, scholarships, and business planning materials.

Clearinghouse must include resources available to beginning agricultural producers who are veterans.

Effective date: July 1, 2018.
