Repeals requirements for prosecuting attorney closing arguments and rebuttals in criminal prosecutions and eliminates collateral appeal procedures for death sentence cases.

Deletes requirement that Florida Department of Corrections provide uniform supervision order forms to courts annually.

Removes authority for courts to impose sanctions exceeding statutory limits upon probation or community control revocation and eliminates discretionary urinalysis testing requirements for offenders under supervision.

Eliminates requirement for Department of Corrections to establish payment plans and prioritize victim restitution over other court-ordered payments, and removes $10 minimum threshold for payment disbursement.
