Requires civil witness subpoenas to be served only by persons authorized by rules of civil procedure, changing from permissive "may" to mandatory "shall" language.

Revises substituted service requirements to allow service on a spouse at any place in a county by authorized individuals, regardless of the dwelling's location, if the spouse requests service or is a party to the action.

Modifies return-of-service documentation requirements to list all pleadings served and allows authorized process servers to electronically sign return-of-service forms.

Exempts certified process servers' vehicles from window sunscreening restrictions under traffic law and clarifies that valid recorded notices of lis pendens remain in effect through judicial sale proceedings.
