Adds "health care facility" to the existing public records exemption for building plans, blueprints, schematic drawings, and diagrams that depict internal layout or structural elements of certain facilities.

Defines "health care facility" as a hospital, ambulatory surgical center, nursing home, hospice, or intermediate care facility for the developmentally disabled.

Permits disclosure of exempt records to other governmental entities when necessary for their duties, to the facility owner or owner's legal representative, or upon court order for good cause.

Excludes comprehensive plans, site plans, and amendments submitted for approval under local land development or zoning regulations from the exemption.

Exemption is subject to the Open Government Sunset Review Act and shall automatically repeal on October 2, 2023, unless reenacted by the Legislature.
