Requires agencies to include their website address in notices of intended action where the full statement of estimated regulatory costs can be viewed.

Changes requirement for statements of estimated regulatory costs from discretionary (when adverse impact on small business or costs exceed $200,000) to mandatory for all rule adoptions and amendments, except emergency rules.

Exempts agencies from preparing cost statements for rule repeals unless the repeal would impose a regulatory cost; establishes that rule repeals must be presumed correct in administrative and court challenges.

Requires the Department of State to publish on the Florida Administrative Register website all agency website addresses where estimated regulatory cost statements can be accessed.

Requires agencies to provide notice of any revisions to estimated regulatory cost statements for publication in the Florida Administrative Register.
