Expands the definition of pharmacy practice to include consulting on health care products and services, and allows pharmacists to communicate patient health care status to prescribing providers.

Requires consultant pharmacists to complete additional training as mandated by the Board of Pharmacy and authorizes them to order/evaluate laboratory tests, conduct patient assessments, initiate/modify medications, and administer medications under an established protocol with a supervising physician.

Requires consultant pharmacists and supervising physicians to maintain a written protocol that must be available upon request, replacing previous provisions allowing unilateral ordering authority.

Removes authority for consultant pharmacists and doctors of pharmacy to order laboratory testing for home health agency patients without a protocol requirement.

Authorizes pharmacists certified to administer vaccines to also order/evaluate laboratory tests and administer, modify, or discontinue medications under an established protocol with a supervising physician.
