Repeals section 43.19 relating to disposition of unclaimed money paid into court and eliminates the "surplus trustee" position for handling foreclosure sale surpluses.

Changes the deadline for claiming foreclosure surplus funds from 60 days after sale to when the clerk reports the funds as unclaimed, with surpluses presumed unclaimed one year after the sale.

After funds are reported as unclaimed and remitted to the Department of Financial Services, only the owner of record (or beneficiary of a deceased owner) may claim the surplus, with surpluses under $10 escheating to the clerk.

Requires driver improvement course providers to transmit completion certificates and citation numbers to the clerk of circuit court within 3 days through the Florida Courts E-Filing Portal.

Clarifies that money in court registry without a court order determining ownership is not subject to unclaimed property reporting requirements.
